Building Moratorium OKd:A moratorium on new construction near the Civic Center has been approved by the City Council to give the city time to draw up a comprehensive plan for the area. The move was requested by City Manager Delbert Powers to block a convenience store and self-service gas station proposed for the northwest corner of Euclid Street and Century Boulevard. The new plan, outlining development standards for the Civic Center area, is scheduled for completion in April, Powers said. The convenience store could create future traffic and land-use problems, he said, and might not be in line with the plan. The council vote on the moratorium was 4 to 1, with Bob Dinsen dissenting.
